New provisions in Mexico for procurement and import of goods and services to address the health COVID-19 emergency.
The COVID-19 pandemic world crisis has generated a high demand of different goods, services and supplies to treat patients infected by the virus, thereby provoking shortage and cost increase of those inputs.
On March 27, the President of Mexico issued a resolution authorizing the procurement of goods and services to address the emergency without requiring to complete the public bidding process, and to import them without following any administrative process. The Department of Health, for its part, issued a new resolution to accelerate and facilitate the procedures toward the procurement of those inputs.
The Department authorized advance payments to suppliers in order to guarantee the supply of products. It was also established that the administrative process, regularly filed with the Federal Commission for Protection against Sanitary Risks (COFEPRIS), will not be necessary for the procurement of those products.
The goods and services included in these measures are: medical equipment, diagnostic agents, surgical and healing material, hygienic products, as well as all kinds of goods and objects that may be necessary to address the contingency, without the need to conduct public bidding process, for amounts and concepts as needed.
